Auto scheduling has an option to apply to employees already in the department/position/etc. Suggest to mirror this functionality for recurring training and allow recurrence to be set for courses that have already been completed

We set up daily COVID questions and look for employees to respond in the morning. We set up to recur daily but the email notification is sent randomly during the day and the employees end up responding when it is sent instead of the day needed.
