retirement of a course should interrupt recurrence
If Content has removed a course from the library, it should no longer recur. A warning should be presented to users that the course has been removed and that their scheduling has been impacted.
To retie a course, such as Non-Commercial Driving, we remove all Training Assignments from the course. This enables history to be available to the client and for any existing scheduled events to be completed. The issue is, if any client has added a recurrence to the online it will continue to be rescheduled upon completion. Need to be able to disable recurrences and re-enable them if a course is made active again.
