Automate sending email notification of new incident entered instead of hitting distribute

With multiple locations who can enter their own incidents in there needs to be a way to automate the email notification sent to the email provided when a new incident is created in Incident Track. Multiple departments means someone can forget to click distribute, can cause major unneeded delays for follow up if the distribute button is not selected.
