The vault advanced search State field currently includes a 'none' option that means to not filter by State. Incidents can be saved with State 'Not Specified', and so 'none' has two meanings and users cannot filter by unspecified state.
Suggest to replace 'none' option with -- Please select a State -- and add a Not Specified option to filter by that value
