The new user experience still leaves something to be desired. Login credentials can be emailed to a secondary user, but that user cannot log in until they have been assigned to a site, which is not necessarily a part of user creation (many users get confused by the Default Role dropdown when creating new users and think that they have completed this step).

1. Suggest to make role assignment to at least 1 site a mandatory part of user creation
2. Suggest to block credential emails to users who are not assigned to a site
3. Suggest to block credential emails to users when the primary user has not yet accepted the EULA

When I say block, I mean we should either remove the option or present a message to the user explaining the conflict and how to resolve.
