Option to use parent group's quicklinks instead of child group's

Add an option on main parent group that, when checked, has the following behavior:

  • Child groups will no longer be able to modify their own quick links.
  • All existing login quick links will be unchanged.
  • All available quicklinks will use the parent group's Quick Link list instead of the child group's. 

The current behavior of copying new quick links by date will still exist.

    Also, any code added by mLogica for this feature will be excised, if it hasn't already. It's never worked correctly and just made things more complicated/error prone than needed.
