If a user downloads the history for an audit that has not been edited, they will receive a report with no data (headers only). That is the only way to tell if an audit has been edited.
Suggest to hide the Download History button for audits that have not yet been edited.
This will prevent users from accessing empty reports and will provide a simple visual indicator of whether an audit has been edited by a user.
