Add a notification to the notification/alerts area for when a new announcement has been added. There is no pop up message any more for new news/announcements, so we should add this as a possible notification.

Document descriptions are included in the downloaded Table of Contents, but are not visible within the Risk Management Manual itself. The manual would benefit from the inclusion of this information.
